I have valid passport with the name of SUMEET KUMAR, issue in patna 27/06/2006. I wanted to go for spelling change in my name as SUMIT KUMAR. For this regard i had talked with Passport Seva Customer Care for documentation need. They told me it is Minor change is name is it will fall in Minor name change also listed out in Instruction booklet of Passport Form Table 2 under the case no (2) Re-Issue of Passport, Row (E) Change in Particulars, Option 4 in Page Number 10.
Which says: Change of name in other circumstances (minor change in name-both male and female i.e. spelling discrepancy between Passport and documents which phonetically does not result in total change in name)

As my case is very similar to above point the Documents which need to be submitted for this are mentioned as 5(Old Passport in original with self-attested photocopy) and 48(Deed poll/sworn affidavit as per Annexure "E"). No other document mention under this Option. So I went with required document to Passport Seva Kendra for applying for this.
After submitting all required documents and after all other process I sent to Passport Verification Office.

The Passport verification office denial my application and said its not minor name change, its major name change and I need to produce newspaper cutting also with other documents.
NOTE: Passport cutting only need in case for major name change (Mentioned in majore name change document required list.


Now, I want to raise complain in this regard.

Why Passport verification officer rejected application under minor name change, is the change which I want to go is not minor?
Why Passport Seva Customer Care keep on saying in call when ever i call them, the change i want to go with is minor change of name?
Also I would like to ask Passport department what is minor name change?
Why instruction booklet of Passport contain incorrect information, if passport verification officer is correct?
Why still we Indian faced these kind of improper communication, since passport seva is severed by well know private organization of India, where is gap?

As a act of human right i want answer of all above question from concern person.

Today after showing Paper Cutting I applied for my new passport. But still i need answer to my questions.
