I had booked an eticket (PNR 2105615808) for 4 persons in ac class. Only two seats were confirmed upon chart preparation - and the two persons took the journey. When I submitted a TDR refund through the IRCTC - now railways have denied my claim saying that my claim is invalid because I failed to collect TDR/TTE certificate.

Now it is per the printed ticket info on the etickets that unconfirmed persons can not travel the journey and if found will be treated as if travelling without ticket. So what is the logic for the railways not to grant the refund for partially unconfirmed tickets. If the full eticket is unconfirmed - you automatically get the refund.
