Issue : Connect Broadband and landline Service Related

I'm abt suffring a problem from connect Services as my landline connection is new and i'm getting problem in line disturbance and internet link droppage due to line disturbance.... i've complained several time to connect cust care and always csr gave me time to wait till our engineer check.... when eng. comes it always retains that ur connection is working fine as no problem decected even they knows what the actual problem is... and told me that we've changed the wires from ur home to exchange ( as be a technical person its clear that they're making fool as all the wires are underground and are optical how can they change wires to exchange) this time again eng. says that no problem in ur connection and i again forced me to say cust care that problem resolved to close case, i don't agreed and asked for nodal officer but iwas shocked engeneer said that he don't know any nodal "who is he ?" then he said we only knows contractor and exchange \ JE only , then i asked him to confirm abt nodal details from JE but JE refuses to give me number..... At Least i called up to cust care nad asked number .... i called nodal officer he didn't listen to me and said to log a complaint on 0172-5050505 i said that i already logged comp. he said without checking number then wait ... but i forced to listen to me then asked for number i told that its 0183-5063747 from amritsar he told that complaint is under process please wit till it completes,,, i want to clear him abt the process and engeneer behavior on complaints in "amritsar" region they just make service as fun they close complaints as they want without any cust satisfaction and concern it relates to landline as well broadband services ..... now the issue is that i want to clear my phone line disturbance as the uneducated staff is unable to understand the issue...
All the time when ever eng come we have to be present otherwise nobody knows how he handle complaint and how he will revert to complaint without cust satisfaction, it is a very big problem to all connect customers in amritsar as we all are professionals and can't stay at home all the time...... kindly educate staff for comm skills/ punctuality and resolutions.... and please help me to resolve the issue.....
