Misbehaviour by Customer Service Executive and non-resolution of Complaint

I would like to bring in your notice that people at customer service in Delhi Metro are very rude and does not know, how to talk to customers.

I travelled through Delhi Metro on 29/10/2010 from Rajouri Garden and due to some fault at 11:00 am, metro did not move for 20 minutes, causing delay in travlling. Since I have to travel till Moti Nagar, I went in the customer service counter to ask for refund of money as I was unable to use metro because there was a fault in Metro and it was standing there. The Girl at the Customer Service Counter not just refuse to refund the money, but also misbehaved and when I asked to speak to the manager, she denied and said that she is the only one here (the customer service executive, Manager and not reporting to any one, as if she is the owner of the Metro) and can not do anything and I have to pay money for unable to use the metro service. She started serving the customers who came after me before resolving my query and took my metro card and kept it a side in the room. When i entered in the room to take my metro card back, she said rudely, that customers are not allowed to enter, though I managed to get my card and need to wait for half an hour just to travel to 2 stations....

Metro Staff do not have basic civic sense and do not know, how to talk to their customers. They are rude, uncivilised and uncultured. Hence I would request you to take initiative to take some action against these workers, who considered themselves as GOD of the metro and not ready to help the travellers. They should realise that their salaries are generated from the expense, we pay on metro.
