the auto wala refused to go and even when he agreed to go..............he didnt run the auto meter and overcharged me.........

i traveled in one auto rikshaw from bandra station to karter road and that rikshaw wala inspite of saying the other route he went according to him and broke all signals and his meter was showing much more amount than the normal charge. the auto rikshaw no- is MH02 BV 1889.

I had fixed one auto number MH 12 RA 8231 to travel to my office in Yerawada from my home in Wanawadi. The auto driver used to take advance money for my travel and then I used to adjust it with the auto fare.
But last year June and July he asked me for money to complete his house construction work. Some money I adjusted in my daily travel. But my 12000 rupees is still with him and he vanished and when I used to contact him he used to tell me "give me some time I will return your money".
Now he is not even answering my call. Please let me know the procedure of complaint and how to recover my money from him.
