tenure 5 years.

Last EMI was drawn on 07/06/2010.

I am trying to get a new car in exchange of the old car. For that I need the NOC. ICICI has been refusing to provide my MoC stating that the loan has been transferred to kotak. How can a loan which was closed be transferred to Kotak. Repeated complaints/mails have yielded no results.

Can someone guide me how to approach the RBI ombudsman to register a complaint againt ICICI to get a NoC.
