I had taken loan from ICICI home finance in 2001. When Agreement to sale was registered, ICICI Home Finance had taken letter from me addressed to sub Registar stating that, Sub Registar should send documents to ICICI HF address and not to hand over me documents as I had taken loan from ICICI Home Finance.
When after foreclosing loan on 6th July 2010. I asked for documents. I was informed that rest of chain of documents were there but original Agreement to Sale was missing as ICICI Home Finance had not collected document from Sub Registar in past 9 years. When I enquired with person dealing in this he said we are not responsible for non collection of documents from Sub Registar because ICICI Home Finance has more than 2600000 customers and it is not possible to look in individual case. When I had escalated this matter to Andheri MIDC office a senior executive started blaming me and she said that why you didn't enquire about documents in past. I argued that when ICICI Home Finance had taken responsibility to collect documents it is responsibility of ICICI Home Finance to collect documents from Sub Registar. For past 24 days I am getting just oral committment from employees of ICICI Home Finance and no one is taking responsibility to return me my documents. Please guide me what should I do?

Second issue is of PLR offered to me. ICICI Home Finance is inconsistant in PLR and they have changed my PLR and charging me interest rate of !5% + when they are offering much lesser rate of interest to new customers. How will I get refund of excess interest rate charged to me.
