I bought 5 kg rice from a retail shop in kochi. But it is taking more than 2.30 hours to cook well. Can we replace it ? otherwise can we complaint against the retail shop owner ? Then what are the procedures ?

I bought 5 kg rice from a retail shop in kochi. But it is taking more than 2.30 hours to cook well. Can we replace it ? otherwise can we complaint against the retail shop owner ? Then what are the procedures ?
