Does anyone know where to register a complaint agaist pharmasists who strealthely sells governmnet medicines to private doctors??

The person I am talking has done this for many years. Minimum 10 years as per my knowledge. And has piled lot of money out of it. Sad part is he works in a area where people are in very much need of medical support.
