Default Vodafone doesn't waive off amount even for genuine problems

I have purchased two CUG connections of Vodafone. 9909012881 and 9909960539.

As per the billing plan, the calls between these two no. is free as both are under same CUG plan. But they had charged me in both numbers, i. e. CUG is not free.

I have registered a complaint of this in Vodafone Store, Shivranjini thorugh Abhishek. Complaint No is 1251076310. He told the problem is genuine and you will get waive off within 5 days.

After 5 days, I again went to same Vodafone store and asked them about this. This time it was another executive named Karunakant. He again checked in system and told me your problem is genuine and you will get waive off within 5 days and gave me another docket no. 1251516444. Meanwhile they have deactivated both my cards. The reason they said is I have not paid the bills.

Now as per my billing plan, bill should be not more than Rs. 300 and they have charged me amount of approximately Rs. 1500. So why should I pay untill and unless I get waive off.

Now after 5 days I again went to same Store. Now they(Abhishek) told it will take 1 month
to resolve your query.

I have also talked to the executive Mr. Mohit from whom I took these cards. He is just not interested in this iisue. He told me either you pay the bill or get disconnected.

The moral is till now I didn't get any waive off and both of my cards are not working.

Can you please suggest me what can I do now.
