I bough a flat in bangalore @ end of 2008 with a promise from the builder that by March 2009 I can shift there. but todate it is incomplete. he is completing it at his own leisure along with substandard work. Since we have paid him full amount he is least worried. Now he asks to complete our own houses with the amount we have. He will not put any amount more it seems.

In my agreement I have put in a point that he needs to pay me a rent incase he does not handover the house by March 2009. Now he refuses to do that too. He is a big time MLA from Andhra Pradesh but a Goonda by nature. What can be done for such people who are nothing but leechers of the society?

Can I approach the consumer court and sue this fellow? I am spending all my money on rent and emi's. Thanks
