You can do 2 things:
1.RTI complain should be lodged with Deputy Registrar(D.R) of your region. Attach a copy of the complain you made to the Society. If D.R. does not reply (after getting an explanation from the Society) within 35 days, file an Appeal with the District Deputy Registrar and so on.

If you do not want to follow that route, a better option will the the District Consumer Forum. File a complaint together with evidences of communication between you and the Society and vice versa.

The legal point in your case is. The Managing Committee has no authority to levy fines. Fines and amount of fines for offences by members have to be approved by the General Body.Fines should be reasonable. General Body, if it approves exorbitant fines, it can be challenged in Court. Bye Laws should be amended and approved by the Deputy Registrar. The member should be given an opportunity to defend at the General Body before a Resolution is passed.So whatever the Secretary is doing is illegal.
