My brother who lives abroad has recently bought a flat with a reputed builders in vasai. Having made all the payments the builder is unwilling to give the possession of the said flat. But instead he is demanding a blank cheque for some service tax. We have asked him to give it in writing for the need of such a cheque which the builder is unwilling to do so. Can you please tell us what can be done in this situation.He is willing to make payment if he is told of the stipulated amount and for the particular purpose.
