Dear Sirs,
This is in continuation of my mail sent to you yesterday forenoon in connection with my inflated power bills. The details have been given in my letter dt. Nov.17, 2009 attached with my mail along with previous letters mailed to you and to DERC.
There has been another development with regard to my inflated power bills. When your meter reader had visited my residence in the first week of November, I had noticed that the LED on my meter is on showing some earthing leakage - EL. He had asked me to get my internal house wiring checked as at some place, the earth wire is connected with the phase line thereby resulting in the LED on EL on in two of the three meters.
One of my power meters, in my name with meter No.13541481, CRN No.261012410, was affected and there was no supply on this meter from the service line. I lodged a complaint with your B-1 Janakpuri Office and within half an hour, two linemen led by Mr. Umesh, visited the house to attend to the no-current complaint. They found out that 'THERE WAS SHORT-CIRCUITING IN THE DISTRIBUTION BOX FROM WHERE THE SERVICE LINE IS DIVIDED AND CONNECTED TO THREE METERS'. They switched off the power line from the area transformer and then broke the meter seal which is in my name. A 1.5 meter piece of copper wire of No.10 was asked for for replacement of the burnt wire which had resulted in short circuiting in the distribution box. When the new electronic meters were fitted at my residence, the linemen had not used 'THIMBLES' and the joints in the wires had caused sparking inside the box which was not visible from outside. All the burnt out wires were taken out and replaced with new No.10 copper cable with a thimble fitted at one edge.
After they had finished their job and the main area power line was switched 'on' from the main transformer on Jail Road, they noticed that the EL LED displays on both the meters which were showing inflated bills were not lit. Your linemen found that all the meters were running even when there was no consumption in the house due to this short-circuiting in BSES cable distribution box. THE REASON OF MY RECEIVING INFLATED POWER BILLS FOR THE LAST SEVERAL MONTHS HAS BEEN DUE TO A FAULT AT YOUR END AND NOT BECAUSE OF ANY FAULT OR EARTH WIRE LEAKAGE IN MY HOUSEHOLD WIRING AS WAS PRESUMED. This fact can be verified from your linemen as also from the meter reader who had visited us this month to take the readings and had told us about the EL LED lit in two of the three meters. In my mail sent to you yesterday, I had informed you that from the current bills received which are payable by Nov. 21, 2009, one bill for CRN No.2610037023 which was Rs.3680 earlier (which too was 50 per cent more than the previous month’s bill) has now been got inflated to Rs.8700 – an increase of 1063 units (from 993 to 2056 units) – which is unimaginable.
The main reason from the above mentioned development which was main cause of meter running fast and showing consumption more than the actual one, has been the SHORT-CIRCUITING IN THE DISTRIBUTION BOX WHICH IS BEFORE THE MAIN POWER LINE IS CONNECTED TO METERS.
In the light of this development, you are requested to kindly have the facts stated in the above paragraphs verified from the linemen who visited yesterday as also from your meter reader who had visited us in the first week of this month. Your technical experts can also throw some light on an incidence where your main power cables land services line on the pole had caught fire a few months ago on July 7 at 10.45 PM. Fire Brigade personnel were requisitioned along with the PCR vans, area policemen and the BSES linemen. All of these person had watched this fire on the pole for a few hours and had waited till it got extinguished on its own. A communication on this incidence was also reported to your office wherein this fact was highlighted that your linemen were ill-equipped and had no proper tools to attend to the work after the fire at the pole.
Thanking you and awaiting your urgent action in the matter, more specifically -readjusting my previous bills on the basis of average consumption during the same period last year and refunding the excess payments charged through your last bills,Yours truly,
