I am residing in ground floor of DGA HIG Pratap Vihar has ground and first floor.

Residing in First floor has started civil work in upper floor which has common intrest.

Can i koow from yout Right to information department the complit flat made on common interest roof belong to whoom ( owner of fisrt floor or owner of ground floor )
