    sir,
    I am a resident of Ganga block national village games Karomangalla,Bangalure.I used to stay in apartments.I have been observing the negligence of associations due to the lack of knowledge of residents ,they never follow the democratic way of executing the bye-laws which are approved by the local court or magistrate.The associations must follow the bye-laws of association act.Some associations never show annual financial budget which exceeds more than 20 lakhs in annual body meeting.They never do elections in time.They never take the oral or written vote of the residents properly.The associations are made in a democratic way by the people for the people and of the people.Some associations deny to provide security to the residents they say security section is not included in bye-laws.So nither the Karnataka housing board society nor the police department will take the security responsibility of individual blocks as they say.So in such case residents will suffer. Can they go against association or K.H.B.S? Can they complaint against in consumer redressal forum or not?They can do so but, they are quite confused also as the controlling authority is in Karnatak housing board authority;s hands

    Default illegal renovation of flats

    respected sir,
    I want to inform something about the illegal way of remodelling, renovation of flats, in national games village.Flat owners, bank people and other private residents used to break the joint balcony, common terrace other majore structure of the flats without taking the primary approval of the housing board society or association. They donot take the permission of karnataka housing board office.No legal action is taken against them. Either they cause damage to the other flats or to the whole building or apartment like this. Some legal rules,regulation should be given by the consumer redressal forum or local judiciary to controle such illegal actions in the democratic society .Even the owner associations follow the legal karnataka apartment or owners housing act 1972 and 75. They are also registered bodies. They must exercise certain rules and regulations.Even if they violate the rules then the flat owners have all right to file a case in consumer court against the respective association who are responsible for the maintenance of the buildings. Nither the associations here are ready to take any responsibility nor the people are aware of their right though the associations are following the bye-laws of owner apartment act 1972, but they violate all rules.They do not protect the public property and flat owners demolish the common public property as they wish.
