Default Shop from residence flouting all norms: Mcd decides not to seal although flouting law

I had brought to the notice of Delhi Chief Minister's secretariat vide Complt. Nos. CMO-PGC-2009/536859, 536878, that there are many commercial establishments running full fledged violating the norms laid down by the city government which are also flouting the ruling given by the Apex Court / High Court of Delhi. But, unfortunately for initiating action CM secretariat has forwarded the complaints to South Zone instead of Central Zone. CM Sectt.'s negligence.......

The complaint is (in brief) about, as given below:
-------------------------------------------------------------------------------------------------------------------------------------------------------

There is a commercial establishment being run from a residential flat allotted by DDA in Janta Flats, Kalkaji (House No. J-2/123A, DDA Janta Flats, Kalkaji - under MCD Central Zone). The big shop with a frontage of about 20 Ft. is a steel and Plastic utensils showroom which also does filling of LPG (cylinder to cylinder) without any authority/licence. The shop should be sealed as the business which is being carried doesnot come under 24 categories as ruled by the Hon'ble Court.

The shop remains open from 9 am till 9.30 p.m.

Besides, the shop owner has taken over all the open spaces around the allotted flat. The present flat occupier is NOT the original allottee. I requested that the MCD be asked to clear the encroached portions and revert the flat to its original design. The open courtyard, the space under the stair case, the portion of the front street/pedestrian pathway - all which have been taken over by the said shop has caused immense public inconvenience and need to be removed forthwith.
