curroption in RTO

In RTO you will find nothing but curroption, from starting to end curroption is every where.
i was standing in line for almost 6 hrs to get my payment cleared for licence, every time some agents use to come inside the cash window and get their payments cleared by paying Rs.5 per slips, I have been sanding there from 10:00 hrs to 14:00 hrs.

what can we do for these matters.
