In order to take up the developmental as per the local felt need, District Development Committees have been constituted at the level of District. The committee is chaired by an MLA of the area and other MLAs of the area are the members of the committee. The Deputy Commissioner is the Convenor of the meeting.

District Public Grievance Redressal Committee

At present the DC Office has become focal point of Public Redressal in Delhi. A Public Grievance Redressal Committee has been set up in each district. It is chaired by Deputy Commissioner, and District Nodal Officers of the DVB, DJB, MCD/ NDMCm I & F, H&F.W and a representative of RWA of the sub-division and public representative i.e MLAs ad Municipal Councilors are its members. If any member of the Public feels that his/ her Grievance is not resolved through existing mechanism of the concerned departments, he/ she can approach the DC Office with certainty that the grievance will be attended to in the District Public Grievance Committee.

Respected Sir,

This association takes the opportunity to bring to your kind notice the following
facts for your kind consideration and necessary action:

1. That in addition to this Association another Association under the name
“Keshav Nagar Development Association bearing Regd. No. S-51375” was
functioning in Keshav Nagar, (952). Burari Road, Delhi-110036.

2. Take as per instruction from Delhi Govt. Urban Development Department
RWA were to submit the Map of the Colony with the Delhi Govt. to get the
Provisional Certificate issue to them in order to have the Funds released for
Various Developments works. Accordingly this Association examined the
boundaries of the Colony and submitted the desired Map duly approved by
Architect.
3. Unfortunately to parallel association acting under name Keshav Nagar
Development Association also submitted the same Map of the Colony after
two Months under the Seal and signature of same Architect and by us. Both the
Maps were same. Since the same map was submitted by Associations. The
concerned authorities put our colony Keshav Nagar (952) under dispute and
the funds with held till the dispute is settled as each Association claimed to be
the genuine representative of residents of Keshav Nagar, Burari Road, Delhi.

4. That after much efforts and under the hard pressure of residents, the Keshav-
Nagar Development Association surrendered itself on 10.8.2009 and the relevant
Documents to this effect has already been deposited the concerned authorities
since long and now there is one and only one association is functioning under the
name KESHAV NAGAR JAN KALYAN SAMITI REGD. REGD. bearing Regd.
No. S-60339.

5. That since the only dispute as mentioned above has long since been settled
we Request your good honor to delete our colony from the list of disputed
ones and Provisional Certificate be issue tin our favor as the residents have
already suffer much and exhausted their patience in the absence of basic of
facilities which are to be provided in unauthorized colonies as per in Delhi
Govt. Policy and harms.

6. That we request your good self to examine our case in the light of above
facts and PROVISIONAL CERTIFICATE be issue to us. So that long
awaited development works viz:

i. Laying of water pipe lines
ii. Leveling of Streets.
iii. Construction of Street lights and construction of main Road leading in the
Colony (Mukti Ashram Road)
iv Construction of Road from Nathu Pura more to Main Road Keshav Nagar may
be undertaken.

Problems in KESHAV NAGAR, BURARI ROAD, Delhi -36
Dear sir,

I am Secretary of RWA Keshav Nagar Jan kalyan Samiti Regd.-S-60339. Our President Mr. S.N. Sharma and regd office is B-246/4 Keshav Nagar, Burari Road, Delhi-110036. There are so Many problems in our area basic problem is water pipe line, road,street light, sewar line. Sewar line always blocked no official body take necessary action against it. Our zone is Civil zone so many times I complaint but no appropriate action taken by mcd. Main Road has over flow today after stopping the rain,Illegal parking and main street was blocked every time in official days residents suffered lot.

And an another letter by Executive Engineer (North-I) of Delhi Jal Board OHT Mukherjee Nagar Delhi letter no DJB/EE(N)/2010/1511 Dated 25.06.2010, DJB/EE/(N) 2010/2240 dated 14.07.2010 and DJB/EE/(N) I/2010/2694 dated 18.8.2010 the file of above colony it is submitted that the estimate file is pending in UD Department for administrative approval.

In this connection it is requested to kindly give us an appointment with date & time, so that we should present our selves in your good office for awareness of the observation and necessary remedy to clear the same.

Your co-operation in this regard will be highly appreciated to avoid the humiliation faced by the resident of this colony as the nearly colony has all its basic needs and not this Colony.

विषय: डी.टी.सी. रूट न. 143, 185, 192 की बसें केशव नगर ना लाकर नत्थुपुरा रोक देने के सम्बन्ध मे:-
आदरनीय महोदय जी,
निवेदन है कि हम केशव नगर के नागरिक इस पत्र के माध्यम से डी टी सी रूट न. 143, 192 के बस ड्राईवर व कन्ड्क्टरो की मनमानी से आपको अवगत कराना चाहते हैंकि उपरोक्त डी. टी. सी. रूट न. 143, 192 की बसे जोकि बस अड्डा से केशव नगर तक जाती है लेकिन इन बसो के ड्राईवर व कन्ड्क्टर एक दो सवारी देख कर बस नत्थुपुरा रोक कर नीचे उतार देते हैं कि बस यही तक है जिससे महिलाओं बच्चों व बुजर्गो को बसो को नत्थुपुरा मोड से पैदल जाने मे परेशानी होती है,जबकि बसों पर केशव नगर का बोर्ड भी लगा होता है। जिससे लोगो का आने जाने मे परेशानी होती है। यहा के नागरिकॊ की परेशानी को देखते हुए हम आपसे यह निवेदन करते हैं कि केशव नगर मैंन रोड पर उक्त बसें जो नत्थुपुरा मोड पर खत्म कर दी जाती हैं या नत्थुपुरा मोड तक चलती हैं उन को भी केशव नगर तक किया जाए जिससे आने जाने के लिए लोगो को तकलीफ से काफी हद तक राहत मिल सकती है।
केशव नगर से सुबह काफी लोग अपनी ड्युटी जाने के लिए बस स्ट्न्ड पर खडे रहते हैं सुबह 6.30 बजे से 8.00 तक डी. टी. सी की कोई बस नहीं है। बस नहीं होने के कारण यात्रीओं को नत्थु पुरा मोड तक पैदल जाना पड्ता है यदि इस समय कम से कम इस बीच दो या तीन अतिरिक्त बसें लगा दी जायें तो ड्युटी जाने के लिए लोगो को ओफिस जाने में परेशानी से निजात मिल सकती है।
केशव नगर तक बसें ना होने के कारण यात्रीओं को नत्थु पुरा मोड से केशव नगर तक पैदल जाना पड्ता है कई बार पैद्ल यात्री आवारा किश्म के युवकों द्वारा लूटपाट के शिकार हो चुके हैं, तथा इस विषय में इस हालात से हम पहले भी पत्र के माध्यम से आपको अवगत करा चुके हैं लेकिन इस पर कोई ध्यान नहीं दिया गया है।
डी. टी. सी. डिपो-I & II की अधिकतर बसें केशव नगर तक जाती हैं लेकिन बस ड्राईवर व कन्ड्क्टर प्राईवेट ट्रान्सपोर्ट को फायदा पहुचाने के मकसद से समय पर बसें नहीं चलाते बसों को आगे या पीछे बिना टाईम पर चलाते हैं, डी. टी. सी. रूट न. 143, 185, 192 की बसें रोड पर खाली दौड्ती हैं, ड्राईवर बसों को बसें स्टेन्ड से आगे या पीछे रोकते हैं जिससे यात्री बस में चढ नहीं पाते, जिससे हर माह डी.टी.सी. को भारॊ नुकसान होने के साथ साथ यात्रीयों को मजबूरी मे प्राईवेट ट्रान्सपोर्ट का सहारा लेना पडता है कई बार ड्राईवर बसें स्टेन्ड पर रोकते ही नहीं हैं। तथा सुबह, शाम ड्युटी के समय नत्थू पुरा मोड पर आठ से दस बसें खडी रहती हैं।
केशव नगर तक चलने वाली कई बसो के ड्राईवर बसों को केशव नगर से करीब एक किलोमीटर आगे ले जाकर सो जाते हैं जिससे बस चलने का समय पता नहीं चल पाता। जब ड्राईवर व कन्ड्क्टर की नींद खुलती है बस लेकर चल देते हैं। यदि ड्राईवर व कन्ड्क्टर प्रयास करें तो यात्रीयों को परेशानी से काफी हद तक राहत मिलने के साथ साथ डी.टी.सी. की आय में भी भारी ईजाफा करावा सकते हैं।
डी. टी. सी रूट न. 185, 192 की बसें नत्थु पुरा ना जाकर नत्थु पुरा मोड पर रुक जाती हैं, जहा से नत्थू पुरा करीब एक किलोमीटर दूर पड्ता है जिस कारण नत्थु पुरा मोड पर भारी जाम लग जाता है ओर आए दिन दुर्घट्नाएं होती रहती हैं, जबकी इतनी ही दूर केशव नगर पड्ता है यदि डी. टी. सी रूट न. 185, 192 की बसें नत्थु पुरा मोड पर ना रोक कर केशव नगर तक कर दी जायें तो नत्थु पुरा मोड पर जाम से काफी हद तक निजात मिल सकती है। तथा नत्थु पुरा, केशव नगर, शुशान्त विहार, डी.सी.एंम कालोनी, इब्राहिमपुर, शिव विहार तथा अन्य कई कालोनियों के लोगों को राहत मिल सकती है। ये बसें नत्थू पुरा होकर जाने से किसी को किसी प्रकार की परेशानी भी नहीं होगी।
अत: आप से निवेदन है कि इस विषय पर उचित कदम उठा कर उपरोक्त समस्या का समाधान करने की कर्पा करें। हम आपके अती आभारी होंगे।

श्रीमान जी,
मैने दिनांक 17.6.2010 को एक आवेदन जिसमें मैंने अपनी कालोनी केशव नगर (952) वार्ड संख्या-7, बुराडी, दिल्ली-110036 में की गई जन गनना की सूचना आर.टी.आई संख्या ________द्वारा अपने इलाके के उपायुक कार्यालय १-Kirpa नारायण मार्ग, सिविल लाईन, दिल्ली-110054 के जन सुचना अधिकारी (उपायुक कार्यालय) से मांगी थी । उक्त विभाग के जन सुचना अधिकारी द्वारा मुझे 30 दिन के अन्दर जवाव देना था, लेकिन आज चार माह बाद तक भी मेरी आर. टी. आई. का कोई जबाब नहीं दिया है।
इस विषय में मैंने एक अपील संख्या-104 प्रथम अपीलीय अधिकारी उपायुक्त कार्यालय (रा०) 5- शाम नाथ मार्ग, दिल्ली-110054 के पास दायर की थी, उपायुक्त कार्यालय द्वारा मुझे तथा जन सुचना अधिकारी को नोटिस देकर 14.9.2010 को सुनवाई हेतु बुलवाया था लेकिन जन सुचना अधिकारी उपायुक्त कार्यालय में ना तो हाजिर हुए ओर ना ही जन गनना से सम्बन्धित कोई भी सूचना नहीं दी गई, अत: इस विषय में मुझे वहां से भी कोई सन्तोष जनक जवाब नहीं दिया गया है। जन सुचना अधिकारी द्वारा उक्त कार्यालय के आदेश की अनसुनी के साथ साथ सूचना अधिकार कानून 2005 का उलन्घन व अनादर किया है ।
अत: मैं इस अपील के माध्यम से आप से यह निवेदन करता हुं कि मेरी अपील पर उचित ध्यान देकर मेरे द्वारा मागी गई सूचना मुझे दिलवाई जाये, तथा जन सुचना अधिकार कानून 2005 के तहत जन सुचना अधिकारी, c/o उपायुक्त्त कार्यालय 1-Kirpa नारायण मार्ग, सिविल लाईन, दिल्ली-110054 के खिलाप जिन्होंने मुझे. आर टी. आई. के नियम अनुसार-30 दिन के अन्दर जवाव देना था, लेकिन आज चार माह बाद तक भी मेरी आर. टी. आई. का कोई जबाब नहीं दिया है। सूचना अधिकार कानून 2005 के तहत इस विषय में कानूनी कार्यावाही की जाये, तथा निर्धारित समय के भीतर सूचना ना देने के परीणाम स्वरूप आर. टी. आई के नियम अनुसार रू० 250/- प्रतीदिन के हिसाब से जुर्माना किया जाए। जिससे नागरिक सूचना अधिकार के तहत उक्त जानकारी प्राप्त कर सकें।
आशा है कि आप इस अपील पर उचित ध्यान देकर कार्यावाही करेंगे जिससे मुझे आर.टी. आई द्वारा मागी गई सूचना मिल सके।

Both the Maps were same. Since the same map was submitted by Associations. The concerned authorities put our colony Keshav Nagar (952) under dispute and the funds with held till the dispute is settled as each Association claimed to be the genuine representative of residents of Keshav Nagar, Burari Road, Delhi.

4. That after much efforts and under the hard pressure of residents, the Keshav Nagar Development Association surrendered itself on 10.8.2009 and the relevant documents to this effect has already been submitted with the Registrar of Society, and U.D Department, GNCT, Delhi with concerned authorities to like Affidavit, Original Receipts, CD & Map, Bank Closer Letter, and surrender of Registration Certificate also (copy enclosed) on dated 17.08.2009 vide D.D No. 19276 and D.D No. 19528 on 25.8.2009. (Photo Copy Enclosed) along and now there is one and only one association is functioning under the name KESHAV NAGAR JAN KALYAN SAMITI REGD. REGD. bearing Regd. No. S-60339.

5. That since the only dispute as mentioned above has long since been settled we Request your good
honor to delete our colony from the list of disputed ones and Provisional Certificate be issue tin our favor as the residents have already suffer much and exhausted their patience in the absence of basic of facilities which are to be provided in unauthorized colonies as per in Delhi Govt. policy and harms.

6. The Delhi Govt. have been debuted the Committee to settled the dispute of 161 unauthorized Colonies, and on behalf of area SDM with above committee there two or more RWA were functioning in his colonies

7. That we request your good self to examine our case in the light of above facts and PROVISIONAL-
CERTIFICATE can be issue to us. So that long awaited development works viz:

i. Laying of water pipe lines.
ii. Leveling of Streets.
iii. Construction of Street lights and construction of main Road leading in the Colony
(Mukti Ashram Road)
iv. Construction of Road from Nathu Pura more to Main Road Keshav Nagar may be undertaken.

मैने दिनांक 17.6.2010 को एक आवेदन जिसमें मैंने अपनी कालोनी केशव नगर (952) वार्ड संख्या-7, बुराडी, दिल्ली-110036 में की गई जन गनना की सूचना आर.टी.आई संख्या ________द्वारा अपने इलाके के उपायुक कार्यालय १-Kirpa नारायण मार्ग, सिविल लाईन, दिल्ली-110054 के जन सुचना अधिकारी (उपायुक कार्यालय) से मांगी थी । उक्त विभाग के जन सुचना अधिकारी द्वारा मुझे 30 दिन के अन्दर जवाव देना था, लेकिन आज चार माह बाद तक भी मेरी आर. टी. आई. का कोई जबाब नहीं दिया है।
इस विषय में मैंने एक अपील संख्या-104 प्रथम अपीलीय अधिकारी उपायुक्त कार्यालय (रा०) 5- शाम नाथ मार्ग, दिल्ली-110054 के पास दायर की थी, उपायुक्त कार्यालय द्वारा मुझे तथा जन सुचना अधिकारी को नोटिस देकर 14.9.2010 को सुनवाई हेतु बुलवाया था लेकिन जन सुचना अधिकारी उपायुक्त कार्यालय में ना तो हाजिर हुए ओर ना ही जन गनना से सम्बन्धित कोई भी सूचना नहीं दी गई, अत: इस विषय में मुझे वहां से भी कोई सन्तोष जनक जवाब नहीं दिया गया है। जन सुचना अधिकारी द्वारा उक्त कार्यालय के आदेश की अनसुनी के साथ साथ सूचना अधिकार कानून 2005 का उलन्घन व अनादर किया है ।
अत: मैं इस अपील के माध्यम से आप से यह निवेदन करता हुं कि मेरी अपील पर उचित ध्यान देकर मेरे द्वारा मागी गई सूचना मुझे दिलवाई जाये, तथा जन सुचना अधिकार कानून 2005 के तहत जन सुचना अधिकारी, c/o उपायुक्त्त कार्यालय 1-Kirpa नारायण मार्ग, सिविल लाईन, दिल्ली-110054 के खिलाप जिन्होंने मुझे. आर टी. आई. के नियम अनुसार-30 दिन के अन्दर जवाव देना था, लेकिन आज चार माह बाद तक भी मेरी आर. टी. आई. का कोई जबाब नहीं दिया है। सूचना अधिकार कानून 2005 के तहत इस विषय में कानूनी कार्यावाही की जाये, तथा निर्धारित समय के भीतर सूचना ना देने के परीणाम स्वरूप आर. टी. आई के नियम अनुसार रू० 250/- प्रतीदिन के हिसाब से जुर्माना किया जाए। जिससे नागरिक सूचना अधिकार के तहत उक्त जानकारी प्राप्त कर सकें।

Appellant : Mr. Chander Singh Kataria

Respondent : Mr. S. S. A. Jafri, Public Information Officer & DDCO; Ms. Varsha Joshi, Director; The RTI Application has not been received by the PIO at all. The RTI Application was filed with SDM(Burari) and it appears that SDM(Burari) was not clear about the Public Authority who deals with the information sought about the Census Operations. However, the PIO states that the information sought by the Appellant is held by them and submits that a fresh RTI application should be filed with the Department. The Commission does not see the purpose of filing the fresh RTI Application and directs the PIO to provide the information on the current application of the Appellant within 30 days as per the RTI Act.

Decision:

The Appeal is disposed.

आठ मार्च २०११ को महिला दिवस के मौके पर दिल्ली की मुख्या मंत्री महोदया जी व दिल्ली सरकार में समाज कल्याण मंत्री माननीया प्रो० किरण वालिया जी ने महिलाओं को सम्बोधित करते हुए, दिल्ली पुलिस के उपायुक्त महोदय जी श्री बी. के. गुप्ता जी जो स्वमं इस अवसर पर मौजू थे, अपने सम्बोधन में माननीया प्रो०. किरन वालिया जी दिल्ली की २५ कालोनीयों में बढ्ते अपराध को स्वीकारते हुए, दिल्ली सचिवालय में अपने सम्बोधन में केशव नगर जैसी शांत अवैध कालोनी में अपराध को रोकने के लिए घोषणा की थी, मगर स्थानीय पुलिस फिर भी अपने कप्तान को दिल्ली की मुख्यामंत्री का नाचने वाला खिलोना समझ कर मजाक में उडा दिया गया। आठ मार्च २०११ के बाद केशव नगर में चोरो ने कई घरों के ताले तोड कर लोगों की नींद उडा दी है, केशव नगर के बी ब्लाक में रहने वाले चुन्नी लाल का पूरा घर खाने के बरतनों सहित सारा माल साफ कर दिया है, शिकायत करने पर पुलिस ने चोरों को पकड्वाया भी, दो सिलिन्डर, साईकल व एक डी वी डी के अलावा कोई सामान नहीं दिलवा गया है। पुलिस ने चोरों को ले देकर अपने घर भेज दिया है।
थाना स्वरुप नगर की पुलिस ने चुन्नीलाल की रिपोर्ट ना लिख कर डरा धमका कर भगा दिया है। रिपोर्ट लिखने के लिए दवाब डालने पर वापस दिलवाया गया सामान थाने में मागा जा रहा है कि चोर घर छोड कर भाग चुके हैं, जब कभी पकडे जांएगे, चोरी किया गया सामान रिकवर करके इक्टठा देने के लिए दबाब डाला जा रहा है जबकि चोर खुले आम कालोनी में घूम रहे हैं। पिछ्ले ८-९ महिनों में ३० से ४० जगह पर चोरी की वारदातें हो चुकी हैं, कालोनी में चोरी की वार्दातें लगातार बढ्ती जा रही हैं लेकिन किसी भी चोरी की ना तो रिपोर्ट लिखी गई ओर ना ही पुलिस ने चोरी की वारदातों को रोकने के लिए अपनी तरफ से कोई कठोर कदम नहीं उठाया है। थाना स्वरूप नगर के एस. एच. ओ साहब ने आर. ड्ब्लयू. ए. के साथ मीटिंग भी की उन्होंने कालोनी वालों को ही रात में चोकीदारी करने के लिए सुझाब देकर एवमं दबाब डालकर अपना पीछा छुडाने की कोशिश की ओर अपना पीछा छुडा कर पल्ला झाड लिया है। कालोनी में जादातर नोकरी पेसा वाले लोग निवास करते हैं इस कारण कालोनी वालों का चोकीदारी करना मुश्किल है, इस वजह से आवारा लडकों एवं चोरों के होंसले ओर बुलन्द हुए हैं। जिससे आए दिन चोरी की घटनाओं में बढोतरी होती जा रही हैं।
गलियों में कुछ आवारा लडके मोबाईल पर अश्लील गाने बजाते हुए घूमते रहते हैंजिससे महिलाओं को घर से बाहर निकलने में डर लगता है। कुछ आवारा लडके बाईक पर दो दो तीन तीन लडकों को बिठा कर तेज आवाज में होर्न वजाते व स्पीड से बाईक चलाते हैं, जिससे बच्चों इत्यादि को चोट लगने का डर बना रहता है। तथा वे इसके साथ साथ रेकींग करते हैं ओर रात में चोरी की वारदतों को अन्जाम देतें हैं। एवं कालोनी में चैन छीनने की कई घट्नाएं हो चुकी हैं, तथा बाजार आती जाती महिलाओं के साथ अक्सर होती रहती हैं।

विचार किया जाए तो लगता है कि दिल्ली पुलिस चोरों से मिली हुई है, सप्ताह में केशव नगर में दो चार घरों में चोरी होना आश्चर्य की बात है। लेकिन जब भी कालोनी में कोई नया मंकान बनता है तो पुलिस पैसे लेने के लिये तुरन्त पहुच जाती है, तथा जब तक चककर लगाती रह्ती है। जब तक पुलिस वालों को पैसे नहीं मिल जाते तब तक मंकान नहीं बनाने दिया जाता है । जब कि चोरी एवमं अन्य अपराध रोकने में कोई ध्यान नहीं दिया जाता है।

निवेदन हैकि केशव नगर ए-ब्लाक में मस्जिद के पास (थाना स्वरूप नगर अन्तर्गत) में खुले में मुख्य रास्ते में कुछ लोग झुन्ड बना कर तास खेलते हैं, जो कि सामाजिक नजरिए से गलत है, जिसकी कारण से महिलाएं उस रास्ते से आने जाने में शर्म महसूस करती हैं, तथा कुछ असमाजिक तत्व बाजार आने वाली महिलाओं से अस्लील हरकत भी करते हैं।

३. इस विषय में थाना स्वरुप नगर की पुलिस अच्छी तरह वाकिफ है, पुलिस चाह कर भी उन्हें नहीं रोक पा रही है। जब भी कालोनी में कोई नया मंकान बनता है तो पुलिस पैसे लेने के लिये तुरन्त पहुच जाती है, तथा जब तक चककर लगाती रह्ती है। जब तक पुलिस वालों को पैसे नहीं मिल जाते तब तक मंकान नहीं बनाने दिया जाता है । जब कि चोरी एवमं अन्य अपराध रोकने में कोई ध्यान नहीं दिया जाता है।
अत: माननीय महोदय जी से निवेदन है कि इस शिकायत पर उचित ध्यान देकर कानूनी कार्यावाही करने की क्र्पा करें, ओर पुलिस की गस्त रात के समय में ऒर बढाई जाए, एवं खुले में तास खेलने वालों को तुरन्त रोका जाए, जिससे नागरिकों में पुलिस के प्रति विशवास हो सके, एवंम अपराधों पर लगाम लग सके, जिससे महिलाएं व छात्राओं घर से बाहर बे रोक टोक आ जा सकें।
आशा हैकि आप इस विषय पर उचित कदम उठाने प्रयास करेंगे।

१. दिनांक २७.०२.२००५ को बी-ब्लाक सुधार समिति. पजि०. पंजिकरण नं एस-५०२७१/२००४ केशव नगर डिव्लोप्मैंट एसोसिएशन रजि०. पंजीकरण संख्या एस-५१३७५/२००५ मैं मर्ज हुई थी, तब से अब तक बी-ब्लाक सुधार समिति. पंजिकरण नं एस-५०२७१/२००४ से अस्त्तवहीन हो जाने के कारण किसी प्रकार का कोई भी कार्य नहीं कर रही है।
२. इस सम्बन्ध में बी-ब्लाक सुधार समिति. पंजीकरण नं एस-५०२७१/२००४ की मान्यता रदद करने हेतु आपके कार्यालय में दिनांक___________ को आवेदन दिया था, (फोटो प्रति संलग्ण) उस विषय में आपके विभाग ने किस तिथि को कया कार्यावाही की? उक्त समिति की मान्यता रद्द करने सम्बन्धित कार्यवाही रिपोर्ट की दैनिक जानकारी की सूचना दें।
३. केशव नगर में दो आर. ड्ब्ल्यू ए. होने क कारण कालोनी का विकास रुका हुआ था, कालोनी के बेहतर विकास के लिये केशव नगर डिव्लोप्मैंट एसोसिएशन रजि०. पंजीकरण संख्या एस-५१३७५/२००५ केशव नगर जन कल्याण समिति. पंजी०. मैं फ़ेड्ररेट/मर्ज हो चुकी है। तथा उक्त समिति फ़ेड्रटेट हो जाने के उपरान्त केशव नगर डिव्लोप्मैंट एसोसिएशन रजि०. किसी भी अस्तत्व में नही थी उक्त समिति का पजीकरण/मान्यता रदद करने हेतु दिनांक १७.०८.२००९ को पत्र दिया था,(फोटो प्रति संलग्ण) उस विषय में आपके विभाग ने कया कदम उठाया? और केशव नगर डिव्लोप्मैंट एसोसिएशन रजि० क पंजीकरण किस तारीक को रदद किया गया इस विषय में दैनिक प्रगति रिपोर्ट तथा दैनिक डायरी व उक्त पंजीकरण रद्द की सूचना प्रमाण सहित प्रगती रिपोर्ट एवं सूचना रजिस्टर नं सूचना का अधिकार कानून २००५ के तहत उपलब्ध कराएं

विषय:- नक्शे की बाऊन्ड्री से छेड्छाड करके नये प्लाट काटने के विषय में:-

माननीय महोदय जी,

१. केशव नगर (मुक्ती आश्रम) दिल्ली-३६ एफ ब्लाक गुरुद्वारा के पीछे नक्शे की बाऊन्ड्री से छेड्छाड करके बिल्डर माफिया के इशारे पर गेंहू के खेतों की खडी फसल को पिछ्ले साल रातों रात उजाडा गया और फसल को उजाड कर गैर कानूनी तरीके से प्लाट काटे गये थे व तब से फर्जी कागजों के सहारे पलाटों को लोगों को बेवकूप बना कर फर्जी रजिस्ट्री के सहारे लोगों को बेचा जा रह है, इससे दिल्ली सरकार को राजस्व का भारी नुकसान हो रहा है। यह पैसा बिल्डर माफिया सहित लोगों से लूट कर गैर कानूनी तरीके से कालोनी को बढाया जा रहा है।
२. केशव नगर एफ ब्लाक गुरुद्वारा के पीछे नक्शे की बाऊन्ड्री से छेड्छाड करके बाउन्ड्री के बाहर करीब छ: सात बिजली के खम्बे लगवा दिये गये हैं और उन छ: सात खम्बों से किसी के भी घर में मीटर की लाईन नहीं लगायी गयी ओर ना ही वहां कोई मंकान बना हुआ है वहां पर बिजली के पोलों पर तार डाल दी गई हैं। भूमाफिया को फायदा पहुचाने के लिये खम्बा लगाने के एवज में गैर कानूनी काम को अनजाम दिया गया है। इस गैर कानूनी काम में स्थानीय पुलिस, पटवारी, एस. डी. एम. अलीपुर का स्टाफ एवं एन.डी.पी.एल के कर्मचारीयों की मिली भगत से गोरख धन्धा फल फूल रहा है ।
३. केशव नगर एफ ब्लाक में नक्शे के अन्दर मंकान बना कर लोग रह रहें हैं वहां पर बिजली के खम्बे लगवाने के लिये ये निवाली एन.डी.पी.एल के दफ्तर के चक्कर काट रहे हैं वहां पर बिजली के खम्बे नही लगाए गये और उन लोगों को ना तो स्ट्रीट लाईट और ना ही उनके घरों में बिजली के लाईनें नहीं लगाई जा रही है। इस गैर कानूनी काम के लिये जिम्मेदार लोगों के खिलाफ कानूनी कार्यवाही की जाये।
. इस गैर कानूनी कार्य की जाच कराई जाये व दोषी बिल्डर माफिया सहित दोषी लोगों के खिलाफ कानूनी कार्यवाही की जाये।

विषय: - डी.टी.सी. के ड्राईवर कन्डक्टरों की मनमानी के विषय में शिकायत:-

माननीय महोदय जी,

जैसा कि आप को टेलिफोन के माध्यम से दिनांक १९.४.२०११ को रूट नं १९२, बस नं डी.एल. १ पी ६९५९ केशव नगर तक जाने वाली बस जिसे ड्राईवर ने नत्थूपुरा पर रोक कर सवारियों को उतारने, तथा बस को केशव नगर ना ले जाने व इस विषय में कन्डक्टर द्वारा शिकायत पुस्तिका ना देने एवमं सवारियों से बतमीजी करने के बारे में अवगत किया जा चुका है,
लेकिन अब भी ड्राईवर कन्डक्टर अपनी मनमानी करने से बाज नहीं आ रहे हैं। अधिकतर ड्राईवर कन्डक्टर बसों को दोपहर के समय जब बच्चों की छुट्टी का टाईम होता है तो नत्थू पुरा मोड पर बस रोक कर सवारिय़ों को उतार देते हैं, जिससे मासूम बच्चे गर्मी मे परेशान होते हैं आगे केशव नगर तक बस ले जाने के लिये जब बच्चे व अन्य सवारी कहती है तो बतमीजी से गाली गलोंच करते हैं, यही हाल सांयकाल के समय में होता है, शाम के समय ६ से ८.३० बजे तक कोई बसे आगे नहीं जाती हैं। कई बार श्री कौशिक साहब ने भी इन की मन मानी को खुद आकर देख था।
ड्राईवर कन्डक्टरों के वर्ताव से बच्चे, महिलाएं, बुजुर्ग तथा अन्य सवारियां पैदल चल कर केशव नगर का सफर तय करती हैं, रास्ते में अन्धेरा होने के कारण कई बार उनके साथ लूट्पाट भी हो चुकी है, या फिर प्राईवेट सवारी या रिक्से से अपने गनतव्य स्थान तक जाते हैं।
जब की नत्थू पुरा मोड के बाद कई कालोनी के यात्री ड्राईवर कन्डक्टरों के व्यवहार से परेशान हैं जिससे डी.टी.सी को तो भारी नुकसान हो ही रहा है इस के साथ अन्य लोग भी दुखी हैं।
इसी तरह कई ड्राईवर कन्डक्टर बसों को केशव नगर से करीब १०० मीटर आगे झाडियों में ले जाकर बस खडी कर देते हैं ओर आराम से शराब/सिगरेट पीते हैं या सोए रहते हैं जब कि सवारी बस आने का इन्तजार करती रहती हैं।
इस सम्बन्ध में कई बार शिकायत की जा चुकी है लेकिन इस बारे में कोई कार्यवाही नहीं की जाती।
अत: आपसे निवेदन है कि इस तरह की हरकत करने वाले ड्राईवर कन्ड्क्टरों के किलाफ कानूनी कार्यवाही की जाए तथा नत्थूपुरा मोड पर बैठने वाले टाईम कीपर को केशव नगर स्टेन्ड पर बिठाया जाए जिससे ड्राईवर कन्डक्टरों की मन मानी पर तो रोक लगेगी ही, डी.टी.सी. को भी काफि फायदा होगा।

I, the undersigned, on behalf of the residents of Keshav Nagar encroach upon your valuable time to bring in your kind notice the untold sufferings and great difficulties being experienced by thousands residents of this colony on account of inordinate delay in laying the water pipelines in this colony.
In this connection I may refer to Chief Executive Officer, Delhi Jal Board letter NO. CMO/PGL(E)/2006/87483 dated 14.12.2006 (P.S. copy enclosed).
The Colony is housing more than 2200 houses and a sum of Rs, 2,25,000/- has already been deposited in 1999-2000 with Delhi Jal Board and at that time it was assured that the work will be executed within six month, but without any result till date.
It is stated that main water pipeline has long been laid up to the main entrance of Keshav Nagar (Mukti Ashram Main Road) Delhi.
Inspite of the fact that Delhi Govt. has sanctioned the funds for execution of various works in such colonies and the above RWA is making much efforts to get the work of laying pipelines inside the colony done with the concerned department (DJB’s) apathy is very disappointing for the residents and RWA. It may be mentioned here that the work of laying pipelines in other such colonies has already been commenced but why Keshav- Nagar is being ignored which is one of the oldest Colonies.

I therefore, request to your good office kindly look into the matter on priority basis and give the necessary instruction to Delhi Jal Board, that the laying of water pipelines in the colony may kindly be given priority basis and the work be executed on war-footing basis which would be a great relief to the residents who have long been facing water crisis in Burari Constituency.

केशव नगर के पहाडी गद्दार हैं, उन के नाम आप अपना घर भी कर दोगे तो भी, ये तुम्हें गाली ही देंगे, पहाडी गढ्वालियों की ओकात सिर्फ दो पूडी, एक चम्मच सब्जी से ज्यादा नहीं है। यदि इन सालों को एक पैक दारू पिला दोगे तो ये साले अपना कच्छा तुम्हारे आगे खोल देंगे। इन के लिये आप अपना पैसा व समय बर्बाद मत करो, यदि समाज सेवा करना तुम्हारा मकसद है तो किसी मन्दिर में या दूसरी जगह गरीबों को दान कर दो, उन की दुआ तुम्हें अच्छा फल देंगी। साले पहाडी तो जंगली जानवर हैं इस सालों को दिल्ली में आकर भर पेट खाना क्या मिलने लगा ज्यादा इतराते हैं/ इन को देखा होगा ये साले जंगलों से कच्छा/चडडी पहन कर दिल्ली आकर लोगों के घरों में कपडे बरतन धोकर २५-३० गज में मंकान बना कर ज्यादा इतराते हैं, केशव नगर में इन्होंने सुधर समिति के नाम पर लोगों को बेवकूफ बना कर २०-२० रुप्ये इक्टठे कर के सराब पी है ओर देसी दारू पी है, इसी वजय से केशव नगर का बेडा गर्क हुआ है। पिछ्ले ३-४ सालों से आपने एसोसिएशन बना कर पहाडिय़ों को रहेने काम करने का तरीका तो जान गये ये आप से इसी लिये जलते हैं कि लोगों ने इन द्को २०-२० रुप्या देन बन्द कर दिया इन को अब पीने के लिये दारू नहीं मिल रही है, साल गन्जा रमेश गिरि गोस्वांमी जो कभी पान्डे की वजय जिले सिंह से मिला ओर कालोनी के लिये दिया गया सारा पैसा जे ई से मिल कर खा गया, जहां तहां दो चर गलियां बनवा कर सार पैसा डकार गया, आपका नाम तो इन्टर नेट पर व दिल्ली के सरकारी दफतरों में हर कोई जानता है। अपना समय केशव नगर से बाहर लगाओ। मैंने केशव नगर में आकर एक चीज नोट की, पहाडी साले लोगों की टट्टी साफ करके दारू पीकर पडे रहते हैं ओर इन के घरवाली खेतों में काम करने जाती है, ये इतने काम करने वाले होते तो दिल्ली क्यों आते।
