Subject: Lodging a mass complaint against the non function of public utility service.

Respected Sir,

We the undersigned would like to draw your poignant attention to the following few facts for your urgent necessary action.

1) That on 16th September 2007 one publication was printed in a daily newspaper “ The Telegraph” for appointment of LPG dealership for the location Howrah, District Howrah, under open category by HPCL.


2) That one LPG distributor of HPCL namely Domestic appliance had his office at 6 M.G. Road, Howrah-1, P.S- Howrah, near Howrah court with a customer population of approx 17000-18000, was terminated by the company itself.

3) That HPCL appointed one distributor namely ‘Sinthi Gas Service’ on an ad-hoc basis having its office at 545/1,G.T road(south), Howrah-1, P.S.-Howrah, to supply LPG cylinders to the existing customers who belonged to the earlier terminated distributor as mentioned in point number 2.

4) That the main customer population of the terminated distributor ( M/s Domestic Appliance) nowadays being operated by M/S Sinthi Gas Service on ad-hoc basis, is in the vicinity of Howrah Maidan, Shibpur, Mullick Fatak and Panchanantala.

5) That on the basis of the advertisement published as mentioned in point number 1, one M/S C.L.S. Ltd. Of 20, Salkia school building(north), Howrah-6, has been appointed by HPCL and was awarded the distributorship in the name of C.L.S Limited administered by Mr. Anand Narayan Singh. Of Salkia, Howrah..

6) That the appointment of the new distributor M/s C.L.S Limited is due to the termination of the previous distributor namely Domestic Appliance as mentioned in the Letter Of Intent (which means the appointment of the new distributor is mainly to cater LPG supply to all the existing customers properly of the earlier terminated distributor).

7) That after complying all the proceedings, we the undersigned and dignified citizens of the state are observed with utter surprise that the new distributor M/S C.L.S Limited is going to cater the public service (L.P.G supply) on and from the vicinity of Balitikuri Howrah, which is totally illegal, wherein the company cannot cater the public utility service upon exploiting and depriving the distinguished luminaries of Shibpur, Maidan, Panchanantala and the people of Mullick Fatak. So the act and action of the said company from the fragrant of Balitikuri jurisdiction is absolutely derogatory and arbitrary in question.


8) That as per the publication was printed in a daily newspaper “ The Telegraph” for appointment of (LPG dealership for the location Howrah, District Howrah, under open category by HPCL) It is clearly written that the location for the distributorship is Howrah under District Howrah, Which means the location is Howrah. (The headquarter of the district) under district Howrah... Therefore as per advertisement the newly appointed distributor is bound to open his showroom within the advertised area. (I.e. Howrah Under District-Howrah).

NOTE: LOCATION HOWRAH MEANS THE CITY HOWRAH UNDER P.O-HOWRAH H.O (711101), P.S- HOWRAH AND NOT THE WHOLE DISTRICT. SOME READY REFFERENCE FROM DIFFERENT WEBSITES ARE ATTACHED HEREWITH.

9) That the motto of the new distributor is quite clear from the selection of his illegal operational area, is that he wants to capture more market to a faraway location and earn more profit by enrolling more customers rather than supplying the existing customers belonging to the thickly population base of the terminated distributor ( Domestic Appliance) despite of the reason that his appointment by HPCL is mainly due to the termination of the previous distributor.

Moreover the said company is going to operate the said public service from Balitikuri for catering LPG gas right from rational pupil to down trodden section. As a result we the undersigned customers are being absolutely deprived going to their high handed activity, so far their motto in manner.

It is also pointed out and with regard to the laws of the land that the company cannot allow the new distributor to open a new showroom out of the advertised area from the far place (which is 6-7 km. away) off from the main customer area being thickly populated at Shibpur, Maidan, Panchanantala and Mullick Fatak.

So, upon considering and happening such incident the general people of Howrah do not find any ray of hope if the said company operate their activities from the jurisdiction of Balitikuri and if so happened the interest of general people will be decremented and badly prejudice. So, we the undersigned people praying an heart felt request to stop opening of the distributorship in Balitikuri jurisdiction and seeking an August co-operation to take the decision for providing proper accommodation on the demanded area/zone (the distributor should be centrally located within the thickly customer population base) for better supply and all other convenience. Upon giving proper utility services for the mass and failing non – compliance of the same, we the undersigned people of Howrah would strongly agitate against the issuance of such dealership and we would continue to revolt against it which might lead to disputes between the dealer and masse before the competent court of law and this may also create misbalance in law and order.

Hence we are praying to stop the commissioning and operating of the showroom of M/S C.L.S Ltd at Balitikuri with immediate effect ( within 7 days) and direct them to open the same in the earlier area i.e. within the heart of the city Howrah for the least reason of the existing customer’s convenience and as per the Location mentioned in the advertisement.
