sir, I'm working in Textile's committee G.O.I. at Tiruppur, TN. my second child was born by caeserian operation on 7/11/95 at Selvi hospital 3rd agraharam Salem 1. and sterilization was done to my wife sumathi. i was on earned leave. I telegrammed to the office and claimed for one week special casual leave.
my application was rejected on flimsy grounds, reasoning that; spl.c.l. can't be clubbed with e.l in the middle of e.l. So no benefit.
further my office rejected family planning allowance, as the certificate was not countersigned by the district medical officer of g.h.Salem.
i was told selvi hospital was not an approved by govt of TN. the certificate will be countersigned by d.m.o. after it's approval only.
in 2004 selvi hospital was approved by govt of TN and the certificate was countersigned by d.m.o. and issued to me in 2005.Immediately I applied to my office for benefits.
but the Secretary of Textile's committee mumbai 25 refused as the claim exceeds the limit period of 2 two years.
through RTI i clarified with the ministry, and under Secretary to Govt of India Mr Sk.Ranjan informed that as per rule no 264 & 265 as the lapse is beyond the control of applicant, which is due to govt approval the claim may settled.
Due to personnel Vendetta only, I am harassed, from inspectorate transferred to laboratory, 2. my p.f.loan application to build own house was not even considered. 3. my LTC to home town application on CL was turned down by d.d. of RO without forwarding to HO reasoning that it should be applied before 20 days. and this genuine case is denied purposely.
pl take up my case for justice, which delayed and denied for 15 years.
demands:the allowance should be paid from the date of operation with interest and spl Cl should be issued
and compensation of Rs 5 lakhs to be given for torture/ harassment.
