Police Report is incomplete and the case is being examined

My police Report has been completed & case has been examined since 1st May 2011. but I am seeing this status in last 8 months. sir please tell me actual problems what can I do for my passport. I have already gone to Lucknow office last october & submitted affidavit form of address.
