The Regional Passport Office in Chennai.

My grievance is given hereunder on 30/1/2009, I sent my application for Passport along witha DD for Rs.1000/-(One thousenad only) on IOB Gandhi Nagar,Vellore through district passportOffice Vellore dated 30/1/2009. I received a letter from RPO informing me that my DD had lost its validity and asking me to send in another fresh DD for the same amount. Accordingly I sentanother DD for Rs.1000/-(one thousand only) on Indian Bank,Irumbedu Branch,Arni dated 15/9/2009,

My second was accepted and after nearly 8 months my passport was issued. As my invalidDD was not returned to me at the time of issuing my passport. I wrote to RPO requesting him toreturn my “invalid” DD. I got no reply inspite of repeated request throught e-mail and fax. Theninvoking the provision of Govt.Of India, I sought iniformation from the RPO, throught my RTIapplication dated 22/6/2010. In their reply letter dated 25/11/2010, the RPO had stated that the invalid DD (I.e.first DD) could not be traced inispie of their 'Strenous efforts'.

Than I requested the bank (IOB,Gandhi Nagar,Vellore)concerned to give me information about the DD that TPO had declared 'not traceable'. To my shock and dismay, I got a reply letter from IOB (mentioned above) stating that the DD(declared 'invalid'by the RPO) had been encashed and credited into the bank account of RPO Chennai (Vide the copy of theletter dated 19.8.2011) on 22/4/2010.

This I immediate brought to the notice of the RPO in my letter dated 7/11/2011.The RPO in his reply letter dated 10.10.11 stated that it could have been done but in his anotherletter dated 11.11.2011, he agreed that the 'invlid' DD had been encashed and the amount credited to the account.

I then request the RPO either to return my first DD or to repay em Rs.1000/-(One thousand Only) in my letter dated 20.8.2011, as I had paid additonal Rs.1000/-m throught my secondDD dated 14/9/2009 towards the prescribed fees.

My repeated requests did not evoke satisfactory response. The RPO has given contradictory statement in their letters dated 10.10.2011 and 11.11.2011. from the above, it becomes obvious that the RPO ,Chennai has seriosly erred and tried to hideits fault. Throught ,e-mail/fax, I expressed my desire to settlethe matter amicably. , it evoked noresponse.

Hence I was constrained to knok the doors of Justice and seek the help of the District Consumers' Disputes Redressel forum,Chennai.

As the RPO Chennai has collected fee twice from me, I humbly submit that its unjust action is nothing short of Deficiency in Service and callousness. , for the past 3 years I have been struggling to get justice and it has caused me untold mental tortere and unhappiness.

I request the Hon'ble judges of the forum to consider my case with sympathy and redress my
genuine grivance with suitable compensation at the earliest.
